At least 5 empty lots from the following list will be taken in consideration for the opening to the public, for it they will be submitted to the study of the causes that lead to the paralysis state towards the construction. The owners will be located and an agreement of the possible cession will be presented, for 6 months at the minimum, starting this June 2004:
All the actions should be assumed by the public administration's personnel, as well as the material contribution necessary to execute them. In the furniture's case, the necessary material is requested for their execution. The furniture's inspection, as well as their final design, of what will be set, is assumed by me.

Citizen proposes new city ordinance to allow the reuse of plots of land with temporary public equipment, as long as those using the plot do no work on it and respect established time limits and defined uses. To this end, various meetings are called with technicians and political representatives of the Seville Director of Urban Affairs, cultural agents co-operate openly, letters and petitions are written and submitted along with descriptive documents that justify the proposal's viability, and a strategy to convince is developed to immediately improve the city's physical landscape. It includes: demolition of an enclosure wall; cleaning up of trash and rubble; improvement of the ground with compacted turf and the introduction of vegetation; and elements of furniture or non-architecture employed to make the space functional. These include, among other temporary objects, beacons filled with cement to secure pieces of galvanized steel used to make games and benches (finished off with train rail rafters cut longitudinally by Uncle Nonio). Together, these items ensure temporary character.
